You are allowing to view to previous approved Award Recommendation Report. By viewing it,

1) Open the latest "Tender Re-Submission" of Award Recommendation Report

2) Then click at "List of Award Recommendation (s)" and you can see the previous approved Award Recommendation Report by clicking at previous tender submission.
