If you had amended the vendor registration form, it will apply to the NEWLY register vendor or RENEWAL registration vendor.

But if the vendor already register then has a new revision of registration form, the vendor can just CHANGE THE VENDOR GROUP into other vendor group first, then check it back to original.

This will update the latest amended registration form for this vendor.
