1. You have to choose "Project Dashboard" and then "Assign Company."
2. Verify that the blue thick is at the BU so that the open tender button is viewable.
For your reference, if there are assign BU and GCD, only GCD can see Open tender and group access to tender documents only can see Open Tender.
