Technical Evaluation Button doesn't appear at Rec of Tenderer and List of Tenderer Print

Technical evaluation is based on project work category. If the Project's Work Category selected doesn't have Technical Evaluation template, then, ROT & LOT will not have the button to tick for Technical Evaluation.

User to ensure that a template has been created for the specific Work Category selected. Once created, user will be able to view the button to tick for Technical Evaluation.
